Scale AI and Presight Explore Strategic Collaboration on Agentic AI and Governance

Scale AI and Presight have signed a Memorandum of Understanding (MoU) to explore the development of agentic AI applications and strengthen the evaluation, reliability and governance of AI systems deployed in mission-critical environments. Signed during the AI Everything event in Abu Dhabi, the agreement was formalised by Dr Adel Alsharji, Chief Operating Officer of Presight, and Jules de Boinville, Head of EMEA at Scale AI.
The proposed collaboration combines Presight’s sovereign AI capabilities, domain expertise and experience deploying intelligent systems at national scale with Scale AI’s capabilities in agent development, evaluation, simulation and AI governance. The companies aim to explore solutions for government and enterprise customers in the UAE and other mutually agreed markets, with the potential to develop successful projects into repeatable offerings for the wider region.
A key area of focus will be the evaluation of AI agents throughout their development and deployment. The companies intend to explore frameworks that assess the accuracy, reliability and performance of AI agents in live operational environments, helping organisations establish clear performance requirements, identify unacceptable errors and determine where human oversight must remain in place.
The collaboration will also examine opportunities to develop end-to-end agentic AI solutions for critical sectors, including water, power, healthcare and transportation. Simulation is expected to form another part of the work, enabling organisations to model complex operational conditions and emergency scenarios, test AI-driven decisions before deployment, and assess preparedness across critical infrastructure.
The MoU establishes a framework for exploring joint initiatives in agentic AI, evaluation, governance, emergency response and scenario simulation. The proposed work is intended to support responsible AI adoption in environments where security, sovereignty, operational control and human oversight are essential.
Jules de Boinville, Head of EMEA at Scale AI, said, “The next phase of AI adoption will be defined by how reliably AI systems perform when deployed in critical real-world environments. As AI takes on more consequential work, the standard of proof goes up. Presight has built deep expertise in operationalising AI at scale across the UAE and internationally. By combining that experience with Scale’s capabilities in building AI agents and in evaluation, simulation and governance, we look forward to working together to build agentic AI applications that customers in the UAE can rely on for their critical use cases and most important decisions.”
Dr Adel Alsharji, Chief Operating Officer of Presight, said, “AI’s true value will be measured not by what models can do in isolation, but by the outcomes they enable when embedded into the real-world systems that underpin modern nations. As the UAE’s sovereign intelligence architect, Presight is focused on embedding intelligence into critical infrastructure in a way that strengthens human decision-making, preserves operational control and delivers measurable outcomes at scale.”
Through the proposed collaboration, the companies will explore how agentic AI can be deployed in complex government and enterprise settings while maintaining verifiable performance, clear governance and appropriate human control.
