Tencent Cloud Partners with TruKKer as Saudi Arabia Logistics Sector Accelerates Digital Transformation
Tencent Cloud, the cloud business of global technology company Tencent, has announced a partnership with technology-enabled logistics and transportation company TruKKer, as the Chinese technology giant continues to expand its cloud and artificial intelligence operations in Saudi Arabia and the wider Middle East.
Under the agreement, TruKKer will migrate its platform to Tencent Cloud’s Saudi Arabia cloud region and adopt CodeBuddy, Tencent’s AI-powered coding assistant, as part of an initiative to transform its DevOps practices and operations. The partnership comes ahead of Tencent Cloud’s participation at LEAP 2026 and adds to the company’s investments in Saudi Arabia’s digital infrastructure.
The partnership comes as businesses and consumers in Saudi Arabia increasingly adopt AI-powered services. According to figures cited by Tencent Cloud, 45.2% of internet users in Saudi Arabia have adopted AI tools, while 33.1% of Saudi companies now use AI technologies, representing a 20% year-on-year increase.
Saudi Arabia’s cloud computing market is estimated at approximately US$5.5 billion in 2026 and is projected to reach US$11.47 billion by 2031, according to figures included in Tencent Cloud’s announcement. Tencent is also expanding its AI portfolio across international markets. In August, the company announced international access to Tencent Hy3, a model based on a hybrid fast-and-slow-thinking Mixture-of-Experts (MoE) architecture.
Hy3 combines reasoning and agent capabilities and is available through global developer platforms and open-source communities under the Apache 2.0 licence. Tencent said Hy3 has generated more than 68 times the number of API calls recorded by its previous-generation model since its international rollout.
Businesses and developers can access Hy3 through WorkBuddy, Tencent’s AI agent workspace, and Tencent Design Miora, its AI-native creative studio. The model is also available through Tencent Cloud TokenHub, a Model-as-a-Service platform that provides enterprises with access to multiple large language models.
For TruKKer, the agreement will see its digital freight platform move to Tencent Cloud’s local infrastructure in Saudi Arabia. The company describes itself as the largest digital freight network in the MENA region, connecting businesses and carriers through a technology-driven logistics platform.
The migration is expected to support the platform’s requirements for truck availability, real-time visibility and pricing as the company scales its operations. TruKKer will also use CodeBuddy to support its software development and DevOps activities, bringing AI-assisted coding into its technology operations.

The partnership builds on Tencent Cloud’s investment in Saudi Arabia. In 2025, Tencent Cloud announced its first Middle East Cloud Region in Saudi Arabia, comprising two availability zones. The company committed more than US$150 million to infrastructure, resources and investment associated with its Saudi cloud operations.
Tencent Cloud also obtained a Class C Cloud Service Provider (CSP) licence in Saudi Arabia earlier this year. The licence is issued by the Communications, Space and Technology Commission (CST). Globally, Tencent Cloud operates a network spanning 68 availability zones across 24 regions, supported by more than 3,200 acceleration nodes, according to the company. The Middle East is among Tencent Cloud’s fastest-growing markets as organisations across the region increase their adoption of cloud computing and AI.

The TruKKer partnership reflects the convergence of two major technology trends in Saudi Arabia: the localisation of cloud infrastructure and the growing use of AI in business operations. For logistics companies in particular, the combination could have a direct impact on areas such as software development, platform scalability, data processing and the real-time coordination of freight networks — areas that are becoming increasingly important as Saudi Arabia invests in digital infrastructure under Vision 2030.
