TAWAL and Huawei Partner to Expand Indoor Digital Networks Across Saudi Arabia

TAWAL and Huawei have signed an Indoor Building Solutions (IBS) Partnership Agreement at LEAP 2026, expanding their collaboration to support the development and deployment of indoor digital networks across Saudi Arabia. The agreement will see the two companies work on new models for indoor network deployment, combining Huawei’s digital indoor technology with TAWAL’s local market and operational capabilities.

The partnership comes as Saudi Arabia’s rapidly developing cities, commercial centres and large-scale real estate projects increase demand for reliable indoor connectivity. Indoor environments are becoming increasingly important for data consumption and digital services, making network quality a growing factor in the user experience and performance of connected businesses and facilities.

The Communications, Space & Technology Commission (CST) has established regulatory guidance for the establishment and provision of telecommunications services in real estate, providing a framework for indoor network deployment as the Kingdom expands its digital infrastructure. Under the new partnership, TAWAL and Huawei will develop and promote indoor network solutions and standards designed for a range of building environments, from major developments to small and medium-sized properties.

The collaboration will draw on Huawei’s LampSite digital indoor solution, alongside TAWAL’s local operating experience. Technologies and architectures under consideration include 5G 4T4R and fibre-based indoor networks. The companies will collaborate across the indoor network value chain, including market development, bidding, solution guidance and delivery. They also intend to use shared resources and joint delivery mechanisms to improve deployment efficiency and accelerate the commercial rollout of indoor connectivity solutions.

Mohammed Al Hakbani, CEO of TAWAL, said the agreement builds on the companies’ existing relationship and their shared focus on strengthening Saudi Arabia’s digital infrastructure. “This collaboration reflects the continued partnership between TAWAL and Huawei and our shared commitment to advancing digital infrastructure in Saudi Arabia. By working together to enhance the quality and reliability of indoor connectivity, we aim to support the Kingdom’s ongoing digital transformation and the growing connectivity needs of businesses, communities, and digital services.”

Trevor Liu, CEO of Huawei Saudi Arabia, said the agreement builds on the companies’ IBS cooperation over the past two years and creates a framework for deeper collaboration. “Huawei highly values the strategic IBS partnership established between both parties over the last two years. This Joint IBS Partnership Agreement to deepen cooperation drives both entities to embark on a new journey, further cementing our strategic relationship. At the same time, with the support of Huawei’s IBS R&D team, Huawei continues to help TAWAL build its innovation capability and brand influence in the IBS market in Saudi Arabia.”

TAWAL COO and Dr Philip Song, President of Huawei’s Global IBS Product Line, also attended the signing ceremony at LEAP 2026. The partnership reflects the growing importance of indoor connectivity as Saudi Arabia develops smart cities, commercial districts and digitally enabled real estate as part of its broader digital transformation agenda.
