Shaffra Expands Autonomous AI Workforce Platform Beyond GCC with Azerbaijan Launch

Shaffra, a UAE-based AI workforce platform specialising in Autonomous AI Teams for enterprises and governments, has announced its first expansion beyond the GCC, establishing a regional headquarters in Azerbaijan to serve the Caspian region.
The move marks the company’s entry into an emerging technology market as demand for enterprise AI solutions continues to grow globally. As part of the expansion, Shaffra has introduced three AI-powered enterprise offerings: the AI Call Center, AI Sales Center and AI Project Manager.
The company said the expansion builds on its presence across the GCC, particularly in the UAE and Saudi Arabia, where it has worked with enterprises and government organisations to deploy Autonomous AI Teams that support operational and business functions. With its AI workforce model established in the Gulf, Shaffra is now targeting international markets seeking practical AI integration into day-to-day operations.
Azerbaijan has emerged as a growing technology hub within the Caspian region, with around 200 startups operating in the country. At the same time, the global agentic AI market is forecast to reach $93.2 billion by 2032, providing further momentum for enterprise AI adoption.
Shaffra’s expansion is underpinned by its Enterprise AI Workforce Platform and its proprietary Subconscious AI cognitive architecture, which is designed to help AI employees retain context, memory and operational understanding across enterprise workflows. The platform enables organisations to design, deploy and govern Autonomous AI Teams while improving reasoning capabilities and operational continuity.

The AI Call Center solution is designed to automate inbound and outbound customer interactions, managing enquiries, ticket creation and follow-up while supporting communication across voice calls, WhatsApp, SMS, email, websites and enterprise dashboards.
Meanwhile, the AI Sales Center is aimed at assisting sales teams throughout the customer acquisition journey. The platform handles lead qualification, meeting scheduling, automated follow-ups and sales performance tracking across multiple communication channels, including WhatsApp, email, telephone, websites and social platforms.
Shaffra has also introduced its AI Project Manager, an autonomous AI solution that supports organisations by monitoring project progress, coordinating with stakeholders, identifying delivery risks and integrating with enterprise project management and communication systems to improve visibility and execution.
According to the company, its Autonomous AI Teams collectively saved more than two million work hours per month during 2025. Azerbaijan will serve as the launchpad for Shaffra’s broader international expansion strategy, with the company planning additional partnerships across the Caspian region.
The expansion follows more than $10 million in funding from investors, including stc, Omantel and other global technology partners. Shaffra said it plans to continue expanding its portfolio of AI employees across customer service, sales, operations, human resources and project management as it grows its international footprint.
