For much of the past five decades, the Gulf Cooperation Council (GCC) has been synonymous with oil and gas. Today, however, a new resource is shaping the region’s economic future—not hydrocarbons, but data.
Artificial intelligence has rapidly evolved from a technology initiative into a national economic priority across the GCC. Governments are weaving AI into long-term development plans, enterprises are redesigning business operations around intelligent automation, and global technology companies are committing billions of dollars to data centres, cloud regions and AI infrastructure.

According to PwC, artificial intelligence could contribute US$320 billion to the Middle East economy by 2030, accounting for around 2% of the world’s total AI benefits. Saudi Arabia is expected to capture nearly US$135 billion, while the UAE could generate approximately US$96 billion, making them among the largest AI economies outside North America, Europe and China.

Why Every National Vision Now Includes AI
Across the Gulf, AI is no longer confined to digital transformation departments. It has become central to national development strategies.
Saudi Arabia’s Vision 2030 identifies artificial intelligence as a key enabler of economic diversification, industrial growth and government modernisation. The Kingdom’s Saudi Data and AI Authority (SDAIA) has been tasked with accelerating AI adoption across government and industry while positioning Saudi Arabia among the world’s leading AI-powered economies.
The UAE has gone even further. It became the first country to appoint a Minister of State for Artificial Intelligence in 2017 and later introduced the UAE National Strategy for Artificial Intelligence 2031, which aims to integrate AI across healthcare, education, transportation, renewable energy, government services and logistics.
Dubai’s Economic Agenda D33 places digital transformation and AI at the heart of its ambition to double the emirate’s economy over the next decade. Abu Dhabi’s Digital Strategy similarly emphasises AI-driven government services and smart infrastructure, while Qatar’s National AI Strategy and Oman Vision 2040 are embedding intelligent technologies into economic planning.
The reason is straightforward. Governments recognise that AI is not another technology sector—it is a productivity engine capable of improving every sector of the economy.
Whether reducing traffic congestion, improving healthcare outcomes, automating licensing procedures or optimising energy consumption, AI enables governments to deliver better public services while lowering operational costs.
Why Global Technology Companies Are Investing Billions
One of the clearest indicators of the GCC’s growing importance is the unprecedented investment flowing into regional digital infrastructure.
Microsoft, Google Cloud, Amazon Web Services, Zoho, Oracle, IBM, NVIDIA, Equinix, Khazna Data Centers, Core42, G42 and several other global technology players have announced major investments across the UAE and Saudi Arabia. This isn’t simply about expanding cloud services.
Artificial intelligence requires an entirely different class of infrastructure. Large language models consume enormous computing resources, requiring thousands of GPUs working simultaneously, ultra-fast networking, advanced storage architectures and sophisticated cooling systems.
Training a frontier AI model can require tens of thousands of graphics processors operating continuously for weeks or even months. That demand is driving a new generation of AI-ready data centres across the Gulf.
Sovereign AI Is Becoming a National Priority
Another reason for the infrastructure boom is the growing importance of sovereign AI. Governments increasingly want sensitive citizen information, healthcare records, financial data and critical national infrastructure to remain within national borders.
Rather than relying entirely on overseas cloud regions, many Gulf countries are investing in domestic AI infrastructure that enables governments and enterprises to train and deploy AI models while maintaining control over their own data.
For sectors such as defence, healthcare, banking and public services, data sovereignty has become just as important as computational performance. As governments continue investing in mega developments such as NEOM, Diriyah, The Line and numerous smart city projects across the UAE, AI is becoming fundamental to how these cities are designed and operated.

Retailers throughout the GCC are using AI to improve customer experiences both online and in physical stores. Machine learning models analyse purchasing behaviour to recommend products, personalise promotions and forecast inventory requirements.
Retailers are increasingly deploying computer vision for automated checkout systems, AI-powered customer service assistants and demand forecasting tools that reduce overstocking and minimise waste. Shopping malls, one of the region’s defining retail destinations, are also embracing AI to analyse visitor behaviour, optimise tenant placement and improve operational efficiency.
For consumers, this translates into more personalised shopping experiences. For retailers, it means higher conversion rates and improved profitability.
Healthcare Is Becoming Predictive
Healthcare providers are adopting AI for everything from diagnostic imaging to personalised treatment planning. Hospitals are using machine learning to detect diseases earlier, optimise patient scheduling and reduce administrative workloads.

Generative AI is also transforming customer service through intelligent virtual assistants capable of handling routine enquiries around the clock. As digital banking adoption continues rising, AI is becoming central to both operational efficiency and customer engagement.

Oil and gas companies are among the Gulf’s biggest AI investors. Predictive maintenance systems monitor pipelines, compressors and drilling equipment to identify failures before they occur.
AI algorithms optimise exploration activities, improve reservoir modelling and reduce operational downtime. For an industry where every hour of unplanned shutdown can cost millions of dollars, intelligent automation delivers immediate financial benefits.
Opportunities for the IT Channel
The AI boom is creating opportunities far beyond software development. Every AI deployment requires servers, accelerated computing, high-performance storage, advanced networking, cybersecurity, data protection, cooling infrastructure and managed services.
This is creating demand for systems integrators, cloud specialists, cybersecurity providers, MSPs and value-added resellers capable of designing, deploying and managing AI environments. For decades, oil fuelled the Gulf’s economic growth. Artificial intelligence could become the catalyst for its next transformation. Unlike natural resources, AI creates value across every industry simultaneously—from healthcare and education to finance, logistics, manufacturing and government.
The countries that succeed will not simply deploy the most AI systems. They will build the strongest digital infrastructure, attract the best talent, create trusted regulatory frameworks and develop innovation ecosystems capable of exporting AI solutions to the rest of the world.
The GCC has already demonstrated that it can build world-class airports, ports, airlines and smart cities. Now it is setting its sights on something even bigger: becoming one of the world’s leading AI economies. The race is well underway, and judging by the scale of investment, the Gulf has no intention of being a spectator.
