Open Innovation AI and Dhow Engineering Partner to Accelerate Sovereign AI Adoption in Kuwait

Open Innovation Artificial Intelligence and Dhow Engineering, part of Dhow International Holding, have entered into a strategic partnership to accelerate sovereign artificial intelligence adoption in Kuwait. The collaboration will focus on identifying and developing AI opportunities for government entities and enterprises operating in critical national sectors, particularly organisations that need to run AI workloads under national control.

Open Innovation AI’s hardware-agnostic platform orchestrates AI workloads across on-premises, private-cloud and hybrid environments, with governance and access controls delivered at the platform layer. Its capabilities support applications including private AI assistants, document intelligence, analytics and model hosting. The two companies will jointly bring these capabilities to government and enterprise customers in Kuwait.

“Kuwait has the ambition, institutional strength and strategic vision to become a leading market for sovereign AI,” said Dr. Abed Benaichouche, Co-Founder and Chief Executive Officer, Open Innovation AI. “Our partnership with Dhow Engineering gives us a highly credible local platform through which we can bring our AI Fabric technology and experience supporting mission-critical AI environments in the region to customers in Kuwait. Together, we intend to accelerate responsible AI adoption while ensuring that data, infrastructure and governance remain under sovereign control.”

Under the agreement, Dhow Engineering will serve as Open Innovation AI’s local integration and delivery partner in Kuwait. Its responsibilities will include customer engagement, deployment coordination, integration with local data centres, telecommunications providers and enterprise environments, as well as locally delivered implementation and support services.

Open Innovation AI will provide its sovereign AI Fabric platform, technology and technical expertise. The companies will jointly design deployments based on customer requirements and applicable data-residency, cybersecurity and regulatory requirements in Kuwait.

“This partnership with Open Innovation AI represents an important step in expanding the AI capabilities available to organizations in Kuwait,” said Joe Chidiac, Group Chief Executive Officer, Dhow International Holding. “By combining Open Innovation AI’s sovereign AI technology with Dhow Engineering’s local market knowledge, infrastructure capabilities, and delivery experience, we aim to create secure, scalable and commercially relevant solutions that address Kuwait’s priorities and generate long-term value for our customers and the country.”

The partnership will initially focus on identifying priority sectors and use cases in Kuwait, with the two companies developing joint proposals for customer opportunities as they emerge.
