CITRA, Huawei Launch Kuwait 5G-A & AI Whitepaper

The Communication and Information Technology Regulatory Authority (CITRA) and Huawei Kuwait signed a Memorandum of Understanding (MoU) today to strengthen cooperation in the field of information and communications technology (ICT), reaffirming their shared commitment to supporting Kuwait’s digital transformation priorities and advancing the objectives of Kuwait Vision 2035.
The signing of the MoU coincided with the official release of the Kuwait 5G-Advanced & AI Era Strategic Whitepaper, which sets out a forward-looking direction for the next stage of Kuwait’s digital development. Aligned with the Kuwait Vision, the Whitepaper highlights key priorities including 5G-Advanced evolution, indoor connectivity, Network intelligence, industry digitalization, and the responsible adoption of emerging technologies.
Guided by the strategic direction of the Whitepaper, CITRA and Huawei signed the MoU to establish a collaborative framework for deeper ICT cooperation, joint initiatives, national capability building, and the exchange of expertise in emerging technologies, with the aim of supporting Kuwait’s digital transformation journey. The partnership is guided by principles of mutual benefit and aligned with each party’s respective capabilities and resources.
The MoU was signed by Dr. Khaled Al-Zamel Chairman of Communication and Information Technology Regulatory Authority (CITRA), and by Alex Dai, Vice President of Huawei Gulf Region.
“Under this agreement, Huawei and CITRA will explore cooperation across several key areas,” said Dr. Al-Zamel. He also added that areas like the development of telecommunications infrastructure, enhancement of mobile and broadband networks, and the advancement of a competitive and sustainable ICT ecosystem Under this agreement.
Mr. Dai, Vice President of Huawei Gulf Region, commenting on the agreement that both parties will work together to encourage technological innovation and support the growth of emerging technologies such as Artificial Intelligence, Cloud Computing, and the Internet of Things, while promoting the development of local digital capabilities, talent development, and digital content creation.
As part of the implementation of this MoU, Huawei and CITRA will engage in joint activities including expert exchanges, technical discussions, and participation in relevant events, seminars, and industry platforms. The agreement also highlights the importance of coordination within international frameworks, including collaboration under the International Telecommunication Union (ITU).
Huawei has been operating in the State of Kuwait since 2005, establishing its presence through key local partnerships. In 2015, the company expanded its commitment by officially transitioning into a wholly-owned corporate entity. today, Huawei continues to accelerate Kuwait’s digital vision and strengthen its position as a leading digital economy.
