Huawei Strengthens Partner Ecosystem to Scale AI Adoption Across Middle East
As governments and enterprises across the Middle East accelerate their adoption of artificial intelligence, Huawei has announced new AI infrastructure, cloud capabilities and partner programmes designed to support the transition from experimentation to large-scale deployment.
Unveiled at Huawei Connect 2026 in Shanghai, the announcements bring together new Huawei Cloud AI infrastructure and enterprise agent capabilities with SCALE, a new partner support system designed to help technology partners develop and deliver industry-specific AI solutions.
Together, the initiatives address two key requirements for enterprise AI adoption: the infrastructure needed to build and operate AI workloads, and the ecosystem capabilities needed to translate those technologies into practical business applications.
Across the Middle East, growing AI investment is increasing demand for computing capacity, secure infrastructure, industry expertise and local implementation capabilities.
Building the infrastructure for enterprise AI
Dr. Peter Zhou, Director of the Board at Huawei and CEO of Huawei Cloud, announced the global launch of Huawei Cloud’s latest AI Cluster Service (AICS), alongside the Agentic Model as a Service (MaaS) platform, AgentArts enterprise agent platform and Industry AI Foundry.
Huawei Cloud is also introducing what it describes as “Agentic Infra”, an infrastructure approach designed for the requirements of agentic AI, including efficient token processing, enhanced memory, unified general-purpose and AI scheduling, and secure autonomous operations.
The company said its Agentic Infra has already supported more than 3,500 customers. The latest AICS is designed to deliver 20% higher token throughput than Huawei Cloud’s previous generation of compute services and is scheduled to become commercially available in markets outside China from November 30.
” In the agentic era, infrastructure no longer simply exists to provide compute,” Zhou said, highlighting the changing infrastructure requirements associated with deploying AI models and agents in production environments.
Huawei Cloud’s enterprise agent platform, AgentArts, currently serves more than 100 enterprises and is scheduled to become available in markets outside China from December 30.
The Industry AI Foundry brings together industry scenarios, models, data, knowledge and agents, allowing organisations to build on experience from individual AI projects and develop reusable capabilities. Huawei said the platform has accumulated more than 1,000 industry-specific assets and supported more than 1,000 deployed projects across healthcare, manufacturing, finance and AI for Science.
The company has also added two new zones — Smart Government and AI Hardware — extending the range of applications covered by the platform.
These capabilities are relevant to Middle East organisations looking to integrate AI into public services and key economic sectors, where the focus is increasingly shifting from proof-of-concept projects to operational deployments.
Huawei expands support for AI partners
Alongside its technology announcements, Huawei launched SCALE, a partner support system intended to help its ecosystem partners develop, validate, deliver and operate AI solutions more efficiently.
Leo Chen, Huawei’s Senior Vice President and President of Enterprise Sales, said SCALE builds on the company’s “Huawei + Partners” collaboration model by combining Huawei’s technology capabilities with the industry expertise of its partners.
“The intelligent era is approaching fast. Huawei works with partners to provide products and solutions that solve real business problems,” Chen said. “They can bring their unique strengths to bear and help customers move from compute construction to intelligent application.”
SCALE covers five areas: Scenario-based Solutions, Co-innovation, Aligned Marketing, Local Services with Consistent Quality, and Efficient Collaboration.
Huawei provides partners with AI foundation technologies spanning compute, storage, networking, security and data protection, together with reference architectures, verification environments and development tools.
The company said its partners have already developed more than 100 scenario-based solutions across eight industries, while Huawei has worked with partners and customers to establish more than 130 online and offline showcases globally.
For the Middle East, the partner ecosystem will play an important role in adapting AI technologies to individual industries, regulatory environments and market requirements. Local implementation expertise can also help organisations move beyond technology evaluation towards deployment and ongoing operation.

Huawei Connect 2026, held in Shanghai from September 17 to 19 under the theme “Advancing the Agentic World”, brought together discussions around AI strategy, technology and ecosystem development.
